Captain Russell William Simpson was the first Base Chaplain.

Protestant church services were initially conducted by Chaplain Simpson and held in the Special Activities building, a building left over from the former WWII Camp Adair Station Hospital. The Special Activities Building was also used the Boy and Girl Scouts, Officers Wives Club, NCO Wives Club, and other types of activities. Catholic services were provided in Corvallis until the Base Chapel was built. Jewish services were provided in Corvallis, OR.

The Adair Air Force Station Chapel started construction on February 1961 by R. L. Martin Construction Company, Lake Oswego, OR, and finished December 1962, at a cost of about $160,000. Lt. Col. John Bennett, Base Commander, turned the first shovel of dirt. It was planned to seat 150, with a choir area and electric organ, with 2 private offices and an administration office.

Construction of the Chapel Annex began April 1962 by V. A. Nelson Construction Company, Eugene, OR for about

$63,000 and was completed by October 1962.

The Base Chapel served as a community gathering place, especially the Chapel Annex. The Annex was used for special events, Boy and Girl Scout meetings and ceremonies, Teen Club activities and various other social gatherings.
